Modernizing Civil Registration in Cameroon: Strategic Mapping for the Future
Since August 2023, DIGITECH, in partnership with CIVIPOL, has been mapping the government infrastructures of Cameroon as part of a project funded by the World Bank. This ambitious initiative is part of a broader effort to modernize the country’s civil registration system and represents a crucial first step toward structural and functional improvements.
Project Objectives
The main objective is to conduct a comprehensive audit of key infrastructures such as schools, courts, civil registration centers, prefectures, sub-prefectures, and health centers. The collected data will help identify existing gaps, determine the actions to be taken, and define the areas to strengthen in the later phases of the program. These upcoming phases include building or upgrading infrastructures, digitizing civil registration processes, and raising awareness among both the population and relevant authorities.
Roles and Contributions
For the pilot phase, DIGITECH contributes its IT expertise by helping design the methodology for mapping infrastructures and developing a central database consolidating all field-collected information. This database is enhanced with geographic indicators (Geographic Information Systems) and analytical dashboards.
CIVIPOL, for its part, is responsible for field operations and conducts the audit of the targeted infrastructures.
A Pilot Project for Future Scaling
The pilot phase, which will continue until April 2025, will enable government teams to take ownership of the mapping methodology developed. The goal is to support these teams in scaling the audit to cover all relevant infrastructures.
This preliminary work is essential for laying the foundations of civil registration modernization, providing reliable and actionable data on the condition of infrastructures. It also serves as a decision-making tool to guide future investments and optimize available resources.
